Ottawa, Ill. -- The Ottawa City Council and the American Federation of State, County, and Municipal Employees have agreed to a three year labor contract. Mayor Bob Eschbach says it provides raises of 53 cents an hour each of the first two years and 54 cents an hour the third year.
