Ottawa -- A sewer contractor from Frankfort, Illinois was the low bidder for the water and sewer line extension to server Heritage Harbor and nearby areas. The Ottawa City Council Tuesday night approved the low bid from Steve Spiess Construction for the work. The bid was $1,115,123.10.
A low interest bond issue worth $2.5 million was done to pay for the work. Heritage Harbor’s developer is paying the money back to the city in a deal that involves giving the Jordan block back to the city.
