Springfield, IL (Metro Networks) -- A bill to regulate the sale of handguns in Illinois passed out of the House Executive Committee this week.
Chicago Democrat Harry Osterman introduced the bill in case the U-S Supreme Court declared Chicago's handgun ban unconstitutional.
The bill was met with staunch opposition from Republicans on the committee as well as the National Rifle Association.
NRA spokesman Todd Vandermyde calls Representative Harry Osterman's bill an attempt to tax gun owners.
The bill heads to the house floor for a vote, along with another bill passed in committee earlier in the week that would allow concealed carry of a firearm.
